Flood investigations
Under Section 19 of the Flood and Water Management Act 2010 the Lead Local Flood Authority is required to investigate flooding incidents that it deems necessary or appropriate. This is guided by a threshold level of flooding which will trigger an investigation.
SECTION 19 THRESHOLD
- Four or more internal property flood incidents on any street, including within adjacent streets over a 6-month period.
- Six or more external property flood incidents on any street, including with adjacent streets over a 6-month period.
- Four or more internal property flood incidents within any of the 35 hotspots identified in the SWMP (2021).

Ferndale Avenue
A Section 19 investigation was carried out in 2021 for Ferndale Avenue, which has experienced multiple incidents of flooding since 2013.
