West London Orbital (WLO) Railway Proposal

Hounslow Council also supports a proposal to create a rail link that would see passenger services restored to the Dudding Hill Line and the Kew-Acton Link (currently used to transport occasional rail freight/chartered trains), and a new station built at Lionel Road (TW8) in Brentford.
Where?
The proposed West London Orbital Railway (WLO), would create an ‘orbital’ Overground Line which would connect Hounslow, Isleworth, Syon Lane and Brentford with stations in South and Central Acton and a new ‘opportunity area’ at Old Oak Common. The line also has the potential to link up to Hendon and Cricklewood in the London Borough of Barnet, and West Hampstead in the London Borough of Camden. Potential benefits of a WLO railway include:
- Providing a strategic interchange to High Speed 2 (HS2). Under the proposals, the borough would have a direct rail link to HS2 line at Old Oak Common for services to the Midlands and Central London.
- Improved Public Transport Accessibility Levels around the new station at Lionel Road (currently rated by TfL as ‘very low’), leading to an increased level of regeneration and accommodating the predicted population and employment growth in the area.
Why?
The WLO Railway was recommended by the Mayor of London in his recent Transport Strategy (Proposal 88) after Hounslow was identified as an opportunity area for growth. The scheme was further recommended in Hounslow Council’s recent Transport Strategy (Local Implementation Plan III).
When?
The line’s delivery is currently being developed by Transport for London (TfL) and the West London Alliance (WLA), and is supported by Hounslow Council. A business case is expected to be released in mid-2019.
