Can an automatic number plate recognition (ANPR) system be introduced to other areas, to maintain maximum vehicle access for residents?
ANPR systems to manage vehicle access are a relatively new approach on roads in the borough. They are currently used on a number of School Street schemes (see link below for more information) and also to restrict access to Heston Services for accredited Highways England staff only. These existing cameras usually work on an individual basis, capturing vehicle number plates past a particular point. In the School Street example, a list is maintained for vehicles owned by residents who live within the zone, who are permitted access during the times the road is closed to other traffic. Whilst this arrangement preserves vehicular access for certain residents, it requires a significant amount of back office administration alongside the cost of the cameras. Compared to hard closures implemented by a barrier or planter (the approach being advocated in the recent national guidance), this arrangement is more costly for the highway authority, and it is not the most suitable for all locations.
