Will Hounslow Council take legal responsibility if a fatality happened and this was purely down to the fact that the required emergency vehicle was unable to reach their destination due to complete gridlock on Chiswick High Road and surrounding roads?

The council is satisfied that best practice in assessment of safety element of highway schemes has been followed in all circumstances.
