How we evaluate tenders
The objectives of the evaluation process is twofold;
- to select the tender that meets the needs of the council applying the criteria of award as declared in the tender documentation, i.e. most advantageous tender.
- to create an evaluation audit trail that can support the procurement process as being compliant and supports the requirement of feedback to unsuccessful tenderers.
Rules for evaluating are set out in the tender documentation where an evaluation team with the relevant knowledge and experience will score submissions.
The score given to suppliers is based solely on the evaluation criteria set out in the tender documentation and clear justification is given for their score. Any conflicts of interest will be declared and documented by those conducting the procurement.
