Resident's parking permit

Important update: Virtual Permits and Emission Based Charges from Friday 28 February 2025

From the 28 February 2025, all new resident parking permits will be issued as virtual. Existing paper permits are still valid until they expire. Virtual permits are linked to your vehicle registration and checked digitally by enforcement officers.

Before you begin your application you will need to ensure:

Note: If you are still waiting for the proofs to be available you can apply for a one month temporary resident permit.

Setting up your online permit account

The first time you use the system you need to set up an online permit account.

To do this:

  1. Click on the ‘Apply for a resident parking permit’ link below
  2. Select ‘Register.’ You will then need to create a username and password,
  3. Provide your email address. You will receive an email to verify your account.
  4. Once you have done this you can log in and apply for the permits you need.

Virtual Permit Costs 

Resident parking permits are issued for one year. Permit costs are based on your vehicle's emissions and the household number of vehicles in your household.

Emission-based charging bands

The amount you pay for parking or permits will depend on your vehicle’s CO2 emissions and fuel type. You can check your vehicle’s emissions by visiting the DVLA website and entering your registration number. This information is also included on the V5C certificate (vehicle log book).

*Diesel Surcharge 

Diesel vehicles release more nitrogen oxides and particulate matter than petrol vehicles. A diesel surcharge for parking can reduce diesel vehicle use and ownership, encouraging switches to more environmentally friendly vehicles. The Council implements a diesel surcharge for resident permits, but not for other permit or parking types.

Low emission criteria:

  • Low emission” means vehicles registered between 1st March 2001 and 31 March 2017 where the CO2 emissions do not exceed 110g/km 
  • Registered after 1 April 2017 and emissions do not exceed 50g/km. 

Changing permit details and courtesy car cover 

· If you are changing vehicles or moving to another parking zone, you will need to request a change to your permit. 

· If you are using a courtesy car, you will need to request free temporary cover for that vehicle.

We are looking at a 2 year transition period and this phased approach will help minimise disruption and allow residents time to adjust to the new system.
