Net Zero Neighbourhoods Community Research
The London Borough of Hounslow is committed to protecting and respecting your privacy. Through this Privacy Notice we have sought to be as transparent as possible and fully explain how your personal data is held and processed.
This privacy notice applies to the community research as part of the feasibility study for the Net Zero Neighbourhoods Programme provided by the Climate Team and tells you what to expect us to do with your personal information.

What type of information we have
We will collect and process personal or special category data for up to 5 community researchers and up to 50 workshop participants who will be recruited for this project.
Data we will collect
We will collect name, email and telephone number for communication and operational purposes.
We will collect bank details to pay community researchers and workshop participants for their time, via the Ayda secure payment platform.
We will collect opinions, in the form of audio recordings or written notes for reporting purposes, which will form part of the project outputs and help to develop policy recommendations.
For equality and diversity monitoring, to ensure representation of the community researchers and workshop participants, we will collect:
- address and postcode
- age range
- gender orientation
- ethnic background
- household income bracket
- number of people and dependents per household
- housing tenure
- range of how much you pay for energy
- disability/health conditions
- employment status
- in receipt of any benefits
Our third-party research providers
Our contracted provider is Eunomia. They have been contracted to conduct this feasibility study as part of the Net Zero Neighbourhoods feasibility work, on behalf of the Council. Read the Eunomia privacy notice.
Eunomia uses subcontractors (Dark Matter Labs, Living Place and the Young Foundation) to support them to deliver the project.
Living Places have been subcontracted to provide a strategic steer and oversee the community research process and delivery of all outputs. Read the Living Places privacy notice.

The Institute for Community Studies, who are powered by The Young Foundation, have been subcontracted to conduct community research. Read the Young Foundation privacy notice.
All administer the community research on our behalf, and carry out analyses of the community research findings in accordance with our instructions. We have a contract in place with Eunomia. This means that both Eunomia and its subcontractors (Dark Matter Labs, Living Place and the Young Foundation) must adhere to a set of rules we have put in place to protect the information you provide and cannot do anything with it unless we have specifically instructed them to do this. They will not share your personal data with any organisation except where we authorise them.
How do we get your information?
Most of the personal information we process is provided to us directly by you:
- online, if we obtain information directly from you when you complete a sign-up form
- over the phone, if we obtain information directly from you during a screening call
- in person, if we obtain information directly from you during a workshop
Our Lawful basis for processing your information
The lawful basis we rely on for processing this information is: Public Task - Article 6(1)(e) of the UK GDPR.
This allows us to process personal data when this is necessary for the performance of our public tasks under section 1 (1) of the Climate Change Act 2008, which commits the UK by law to reduce greenhouse gas emissions and achieve net zero by 2050. The Act establishes a legally binding framework to deliver these requirements and includes measures on the built environment, infrastructure, energy supply, land and agriculture, and people and business.
If the information you provide us contains special category data, such as health, religious or ethnic information the legal basis (under Article 9 UK GDPR) we rely on to process is: Substantial Public Interest. The schedule 1 conditions include equality of opportunity or treatment.
Why we need your information (purposes of processing)
The personal data we collect will be used:
- to conduct a community-led research approach that will lead to more relevant and insightful findings.
- to help to catalyse interest in the Net Zero Neighbourhood Programme and develop key community networks for the next stages of development.
- to enable the Council to implement neighbourhood improvements to reduce carbon emissions.
- to ensure equality and diversity monitoring by collecting special category data to engage with a diverse sub-section across the local community that represents all voices and experiences.
- to enable the community to live more sustainably and reduce the borough's associated carbon emissions. This will help the Council to meet our environment and climate targets.
Who your information may be shared with (internally and externally)
We share your information with:
- Eunomia, an independent consultancy that have been contracted to conduct this feasibility study as part of the Net Zero Neighbourhoods feasibility work, on behalf of the Council. Read the Eunomia privacy notice.

We will only share aggregated and anonymised information with:

How long we keep your information
We will keep the data we have collected for up to 2 years after the project ends in January 2025. This is to allow sufficient time for project development as the project moves through the next stage of the project cycle. We will only keep Special Category Data for up to one year after the project has ended.
Eunomia will only keep aggregated and anonymised data for up to 2 years after the project ends in January 2025. This is to ensure Eunomia as our lead technical experts, can conduct more research for the Council, as part of Hounslow's Net Zero Neighbourhoods programme.
The Institute for Community Studies who are powered by The Young Foundation will only keep aggregated and anonymised data for up to 2 years after the project ends in January 2025. They will only keep community researcher and participant personal information (including special category data) for up to 6 months after the end of the project. After 6 months, the Council will send a reminder for the Young Foundation to secure destroy all information.
Living Place and Dark Matter Labs will only be shared aggregated and anonymised information. They will only keep aggregated and anonymised data for up to 2 years after the project ends in January 2025.
The Council will send reminders to Eunomia and subcontractors to securely destroy data at the end of their retention period.
Transfers to third countries
All the information you provide us is held within the UK and European Economic Area.
Your data protection rights
In terms of data obtained in sign up form, screening telephone calls and during workshops, we only keep aggregated and anonymised data.

Your right to make a complaint
The Council tries to meet the highest standards when collecting and using personal information. For this reason, we take any complaints we receive about this very seriously. We encourage people to bring it to our attention if they think that our collection or use of information is unfair, misleading or inappropriate.
