Net Zero Neighbourhoods Community Travel Survey

The London Borough of Hounslow is committed to protecting and respecting your privacy. Through this Privacy Notice we have sought to be as transparent as possible and fully explain how your personal data is held and processed.

This privacy notice applies to the travel survey and footprint assessment as part of the feasibility study for the Net Zero Neighbourhoods Programme provided by the Environment and Climate service and tells you what to expect us to do with your personal information. You can access the travel survey.

What type of information we have

We will collect and process the following information:

Household’s travel choices	To calculate transport-related emissions in your area. We’ll ask for mode, distance and frequencies of your travel habits.
Email address*	To communicate with you for the prize raffle draw, if you choose to opt-in.

Disabilities*	To assess the representativeness of survey responses, for equality and diversity monitoring. We will ask whether you consider yourself to have a disability and whether it affect your travel choices, but not what it is.

Our third-party research providers

The Council’s contracted provider is Eunomia – This is an independent consultancy that have been contracted to conduct a community travel footprint assessment for seven housing estates as part of the Net Zero Neighbourhoods feasibility work, on behalf of the Council. The Council has also contracted provider Lake Market Research – This is an independent market research organisation who have been commissioned to support conducting the travel survey including face-to-face fieldwork. You can find their Privacy Notice here: https://www.lake-research.com/quality.

Both administer the travel survey on our behalf, and carry out statistical analyses of the survey results in accordance with our instructions. We have a contract in place with both Eunomia and Lake Market Research. This means that both contractors must adhere to a set of rules we have put in place to protect the information you provide and cannot do anything with it unless we have specifically instructed them to do this. They will not share your personal data with any organisation except where we authorise them.

How do we get your information?

Online survey – We obtain information directly from you when you take part in the online travel survey through the Council’s consultation platform.
Paper survey – We obtain information directly from you when you complete a paper questionnaire of the travel survey which you post back to us.
In-person – We will obtain information directly from you during our face to face fieldwork conducted by Lake Market Research on behalf of the Council, where your data is collected directly into the online survey.
National Travel Survey data – responses from our travel survey will be crossed referenced with the London National Travel Survey to ensure that there are no anomalies in the data.

Our Lawful basis for processing your information

The lawful basis we are relying on to process your personal data is Public Task - Article 6(1)(e) of the UK GDPR, which allows us to process personal data when this is necessary for the performance of our public tasks under section 1 (1) of the Climate Change Act 2008, which commits the UK by law to reduce greenhouse gas emissions and achieve net zero by 2050. The Act establishes a legally binding framwork to deliver these requirements and includes measures on the built environment, infrastructure, energy supply, land & agriculture, and people & business.

If the information you provide us contains special category data, including age, gender identity, employment status, household income bracket, or disability, the legal basis (under Article 9 UK GDPR) we rely on to process is Substantial Public Interest. The schedule 1 conditions include:

Please note, providing special category data is completely optional. Special category data will used to assess the representativeness of the survey obtained and, as necessary, conduct a weighting exercise.

Why we need your information (purposes of processing)

The personal data we collect will be used for the following purposes:

To communicate with you for the prize raffle draw, if you have opted-in. We will delete this data once the draw has been completed.
To understand the community’s travel choices and measure the transport and travel related emissions in the local area. This will enable the Council to implement neighbourhood improvements to reduce these emissions, as well as other low carbon measures.
For equality and diversity monitoring by collecting special category data (age, gender identity, employment status, income, or disability) to ensure we are getting responses that are representative of the neighbourhood.
To enable the community to live more sustainably and reduce the borough’s associated carbon emissions. This will help the Council to meet our Environment and Climate targets.

Who your information may be shared with (internally and externally)

We share data collected in the survey with the contracted partners Eunomia and Lake Market Research.

Community reports summarising the findings of community travel emissions in the neighbourhood will be shared with survey participants. This report will contain fully aggregated and anonymised data.

How long we keep your information

London Borough of Hounslow will keep the data it has collected from you for up to 2 years after the project has ended in March 2024. We will only keep Special Category Data (including age range, gender identity, employment status, household income bracket, and disabilities) for up to 1 year after the project has ended in March 2024.

Eunomia will only keep the data shared to them for up to 2 years after the project has ended in March 2024. Eunomia will also only keep Special Category Data (including age range, gender identity, employment status, household income bracket, and disabilities) for up to 1 year after the project has ended in March 2024.

Lake Market Research will only keep the data collected from you in face to face interviews, postal surveys or any data shared to them for the duration of the project. Data will be securely deleted after the project has ended in March 2024.

Transfers to third countries

All the information you provide us is held within the UK & European Economic Area.

Your data protection rights

In terms of data obtained as part of this survey, we only keep aggregated and anonymised data.

Where personal data which identifies an individual is held, the rights available to you depend on our reason for processing your information. For further information about your data protection rights and how to make a request, please see ‘Your rights’.

Your right to make a complaint

The Council tries to meet the highest standards when collecting and using personal information. For this reason, we take any complaints we receive about this very seriously. We encourage people to bring it to our attention if they think that our collection or use of information is unfair, misleading or inappropriate.
