Statement of Gambling Principles 2022-2025
The Council is the licensing authority in Hounslow for the purposes of licensing activity under the Gambling Act 2005 (the Act). Every three years we must publish a licensing policy setting out the principles we will apply when exercising our licensing functions under the Act. This policy is called the Statement of Gambling Principles.
On 6 June 2023, the the Licensing and General Purpose committee approved the updated Local Area Plan which has been included in the link below. This forms an appendix of the Statement of Gambling Principles 2022-2025.
Under the Licensing Act 2003, councils must produce a Statement of Licensing Policy at least every 5 years. Licensing in this case means alcohol, most forms of public entertainment, club premises and late-night refreshment (food served any time after 11pm and before 5am). It also includes temporary event notices (TENs) which can be applied for by licensed venues, other businesses and members of the public.
The Act has four licensing objectives:
• the prevention of crime and disorder
• public safety
• the prevention of public nuisance
• the protection of children from harm.
The London Borough of Hounslow must publish an updated Statement of Licensing Policy by November 2020. An eight-week consultation on the draft version of the Council’s updated policy, and the research that underpinned it, was undertaken and has now ended.
The data supporting the Cumulative Impact Assessment and Cumulative Impact Map have been updated following a review and a six-week consultation. Following the consultation, the updated Cumulative Impact Assessment and associated map were approved at the Licensing and General Purpose Committee on the 6th June 2023. It was agreed to retain the exiting CIAs as they are with the addition of a Cranford CIA as set out in the map. We would recommend that you review our Licensing Policy and all appendices before an application is made to the Council.
On 1 March 2022, the Council approved the current Statement of Gambling Principles 2022-2025 for publication and we published the Statement on 18 March 2022 by placing notices and making the Statement available for inspection on our website and at the Hounslow Library.
The statement took effect on 1 May 2022 and will expire on 1 May 2025.
