I've received a letter or visit from an Enforcement Agent/Agency (bailiffs)
We are obliged to follow a strict legal process when enforcing parking/traffic contraventions, which involves sending a minimum of three notices, the last of which is called an Order for Recovery. This Order advises that the PCN has been registered with the Traffic Enforcement Centre (TEC), part of Northampton County Court, and that a warrant may be issued to recover what you owe.
The address we use for service is normally the address the DVLA had for your vehicle at the time of the contravention. It is up to you to make sure that your vehicle is correctly registered and that you inform the DVLA when moving (you are committing a criminal offence if you do not do this).
Your options are to either pay the bailiffs (now called enforcement agents) or if you have grounds to challenge the debt registration you should file a Witness Statement/Statutory Declaration with TEC. Please read the ‘You’ve received an Order for Recovery’ section for further information on the statutory grounds.
If you believe one of the grounds applies to you, you should complete and return a TE7 / TE9 form for PCNs issued under the Traffic Management Act 2004 (Parking), or a PE2 / PE3 form for PCNs issued under the London Local Authorities Act 1996/London Local Authorities and Transport for London Act 2003 (Bus Lanes and Moving Traffic). Please note that it is a criminal offence to knowingly file a false Witness Statement/Statutory Declaration.

TEC will solely be considering what your reasons are for filing the Witness Statement/Statutory Declaration outside of the 21 days from registration allowed for by law. We will then be asked if we want to oppose your application, so you should provide any evidence with it that you would like us to consider. TEC are unable to look into the validity or otherwise of a PCN, so this is not an opportunity to argue why you believe it should be cancelled.
