Why can’t I use the council’s complaints procedure to complain about a PCN?
The process for dealing with PCN disputes, including where a warrant has been issued, is laid down in law and involves access to independent adjudicators trained in the technical and legal aspects of parking/traffic regulations and case law. It does not cost you anything as the motorist and it is reasonable to expect you to use it. The council will therefore not deal with PCN complaints through its own corporate complaints procedure.
