Hounslow Council will transition from paper-based parking permits to a fully digital, virtual permit system from Friday, 28 February 2025.
Published: Wednesday, 19th February 2025

This means that residents and businesses will receive virtual permits for all new applications, renewals, and replacements from this date instead of physical, paper permits.
Switching from paper to digital parking permits will not only streamline the permit application and renewal process for residents and businesses, but this change will also help the Council to increase efficiency by simplifying the process of issuing permits – all contributing to environmental conservation.
This move forms part of the Council’s recently adopted Parking Strategy, which aims to modernise parking management, reduce vehicle emissions, and promote environmental sustainability.
Phased implementation with two-tier system
To ensure a smooth transition, Hounslow Council will operate a two-tier system during the changeover period. This phased approach, with a two year transition period, will help minimise disruption and allow residents time to adjust to the new system.
- Residents and businesses with existing paper-based permits will continue to use them until their natural expiry. Once expired, they will be required to switch to the new virtual permit system
- New applicants and renewals from Friday, 28 February 2025 onward will automatically be issued virtual permits.
With the new system, parking enforcement officers will verify permits using vehicle registration numbers, ensuring compliance without the need for physical permit displays.
Councillor Shivraj Grewal, Hounslow Council’s Cabinet Member for Infrastructure, Recycling and Transformation, said:
"As a Council, we are committed to enhancing the quality of life for all residents by implementing innovative solutions that promote sustainability and operational efficiency. The transition to virtual parking permits marks a significant step in our efforts to modernise services, with motorists no longer needing to display physical permits in their vehicles. This change also supports our broader goals of creating a healthier, greener, and more efficient borough."
Residents and businesses can find out more information on the new virtual permit system, and from Friday, 28 February 2025 apply for or renew their virtual parking permit, on the Council's website.
